Over the next 20 years, Texas will require approximately US$80.2 billion to repair, expand, and maintain drinking water and wastewater infrastructure—driven by aging assets, rapid growth, and escalating resilience needs. The Texas Commission on Environmental Quality serves as the state’s primary regulator for compliance with drinking water and wastewater regulations. At the same time, the Texas Water Development Board (TWDB) leads statewide and regional water planning and financing. Texas’s 16 regional water plans were last updated in 2021 and incorporated into the 2022 State Water Plan; updated regional plans are now in draft form and are expected to be finalized and adopted in early 2026.
